A surcharge is a fee assessed by the ATM owner not by the Bank and is clearly itemized on your ATM receipt.  This is the charge you avoid by using a SUM Program ATM.  A service fee is separate and distinct charge assessed by the Bank for withdrawals or other types of transactions conducted at ATMs that the Bank doesn't own.

The Bank does impose a fee called a card activity charge.  This charge currently is $1.00 and is separate and distinct from a surcharge fee which is assessed by the ATM owner.  However, this charge will be refunded to the account holder and credited to the account the following business day.
